A policy effect spills across borders — a cost, a risk or a harm falls outside the jurisdiction that decided it — and then travels through the chain of the seven functions:¶ 1

Le tableau dépasse la largeur de l’écran : faites-le glisser latéralement.

① Measure — Human Impacts Board (HuIB): produce the evidence of impact, without aggregating it prematurely.
↓
② Qualify / rate — Global Impact Rating Authority (GIRA): rate the severity — a normalised order of magnitude — never a price.
↓
③ Price the consequence — Global Financial Equity Authority (GFEA): determine the admissible consequence, under two separate regimes (efficiency and equity).
↓
④ Adjust at the border — Border Fairness Mechanism (BFM): apply the adjustment without creating the doctrine.
↓
⑤ Finance solidarity — Global Solidarity Fund (GSF): finance prevention, without controlling measurement.
↓
⑥ Certify — Inter-Parliamentary Digital Authority (IPDA): certify the digital systems that produce the evidence.
↓
⑦ Adjudicate and open redress — Humanity Court: settle challenges; ensure that no link closes without redress.

Foundation — the three instruments: the Carthage Charter (the principles), the Global Accountability Framework (the enforceable obligations) and the Call of Carthage (participatory legitimacy).¶ 2

At each interface, the same case file passes to the next link carrying its justification — never a mere number. The correct answer may be not to price, or not to activate a link.¶ 3

The chain is not an automatic escalator. The passage from one link to the next is never presumed. After measurement and qualification, the case file divides among several pathways: closure without consequence; recommendation or capacity-building; preventive measure; consent-based solidarity; efficiency correction; or legal remedy where an applicable obligation has been breached. Pricing is only an exceptional branch. The correct institutional outcome may be a reasoned decision not to activate the GFEA, the BFM, the GSF or the jurisdiction.¶ 4
