Annex B — Minimum evaluation framework for pilot projects

Annex 2 of 17 · ≈ 1 min read · 3 paragraphs · section 24 of 40 · search the book

A pilot project does not constitute evidence merely because it works. Before it is launched, it must record a baseline, a comparator, a target population, decision rights, success and failure thresholds, a data plan, an independent evaluator, an avenue of redress, a budget and an exit rule.¶ 1

Five families of outcomes are mandatory: the quality of measurement (coverage, uncertainty, correction); procedural legitimacy (participation, reasoned decisions, redress); legal durability (challenge and compliance); operational performance (time, cost, error, safety); and distribution (who pays, who benefits, who is excluded).¶ 2

The pilot project must publish its null and unfavourable results. Extension is justified only if the phase creates standalone value, if the next phase has a legal pathway to adoption, and if the harms or capacity burdens are remediable.¶ 3
